Wordpress Plugin

I want the homepage index.php to be a Page managed from within the WordPress admin. Ideally that page would pull into it the most recent post – it is NOT the most recent post but has in in a DIV that features the most recent post (plugin?)
Then I want to take the blog homepage, the dynamic one that features all the recent posts, and make it a News page.

Any insight?
